Patrick has unilaterally blocked marijuana, time zone, school reform, infrastructure and all manner of things his donors and ideology want blackballed.
The Lt Governor is the one that has to take it to the floor for debate or for a vote.
sure, Patrick is choad and in some ways the most powerful person in Texas government, but he has no need to can what's already been canned in the House.
Then I suppose their work is down. About 5 years ago there was a consensus amongst the Christian Caucus to allow it. He stopped it. Similar with the other issues I stated. I guess they eroded that too. I stopped giving a because nothing happens until he is gone.
