It's weak from the refereeing body. It doesn't hurt anyone. The purpose of giving cards is for dangerous challenges and unsportsmanlike behavior. Taking off your shirt in celebration of a goal is neither of that.

In terms of goals I can somewhat see the comparion, but even then Messi still wins the Pichichi at the end, its really clear when you both watch them play to notice Leo was made for bigger things, not just score goals.
