    Third female lawmaker introduces bill to limit men’s Viagra access

    Democratic Ohio state Sen. Nina Turner is the third female lawmaker to introduce a bill that would limit men's access to Viagra and other erectile dysfunction drugs to make a statement about the dozens of anti-abortion bills that have passed statehouses around the country over the last year.

    Turner is opposed to a proposed bill that would prohibit abortion after a fetal heartbeat is detected, which can happen as early as six weeks into a pregnancy. The Dayton Daily News reports that Turner's bill would mandate that men seeking Viagra be "tested for heart problems, receive counseling about possible side effects and receive information about 'pursuing celibacy as a viable lifestyle choice.'"

    Turner said on MSNBC Monday that the bill is about showing "men as much love in the reproductive health arena as they have shown us over the years. My Senate Bill 307 is all about the love and making sure we look out for men's sexual health."

    Rep. Lynn Wachtmann, the heartbeat bill's sponsor, told the Dayton Daily News that the comparison between Viagra and abortions isn't valid.

    Turner is one of several female Democratic state lawmakers who are wielding the power of sarcasm to protest a wave of anti-abortion legislation.

    In January, Virginia state Sen. Janet Howell introduced an amendment to the state's controversial ultrasound bill, which required women seeking abortions to first undergo a vaginal ultrasound. The amendment, which failed, said that all men seeking Viagra would have to first get a rectal exam. The ultrasound bill passed after Republican Gov. Bob McDonnell successfully requested that the vaginal ultrasound requirement be removed. Women seeking abortions will still have to receive an external ultrasound under the new bill.

    Earlier this month, Illinois state Rep. Kelly Cassidy introduced an amendment to another bill that would require women to get ultrasounds before being allowed to get abortions. The amendment mandated that men seeking Viagra watch a graphic video about the drug's potential side effects. "If they are serious about us not being able to make our own health care decisions, then I'm just as serious about them not being able to make theirs," she said.

    Missouri state Rep. Stacey Newman, a Democrat, introduced legislation that would allow men to get vasectomies only if their life depended upon the procedure, which was similar to Georgia state Rep. Yasmin Neal's bill. "In determining whether a vasectomy is necessary, no regard shall be made to the desire of a man to father children, his economic situation, his age, the number of children he is currently responsible for, or any danger to his wife or partner in the event a child is conceived," the tongue-in-cheek Missouri bill reads.

    According to the abortion rights group the Guttmacher Ins ute, a record-breaking 92 new abortion-restricting laws were passed in 2011. Two of those laws mandated that women have ultrasounds and look at the images before being allowed to get an abortion.

    Ohio Dem's Viagra Bill Would Place Strict Restrictions on Prescriptions

    Turner's proposal would require a man seeking Viagra to first attain an affidavit from a sexual partner attesting to his impotency, see a state-approved sex therapist, complete a stress test to assure he is healthy enough for sexual activity, and return to the doctor every 90 days to check on his cardiac health. The patient would also have to attend three outpatient counseling sessions within six months of receiving his prescription to ensure that he fully understands the "dangerous side effects" of taking erectile dysfunction drugs.
    Can we all say "Nanny State."

    Here is the bill:

    Ohio Senate Bill 307

    (B) Prior to issuing a prescription for a drug intended to treat symptoms of erectile dysfunction, a physician shall do all of the following:

    (1) Obtain from the patient a notarized affidavit in which at least one of the patient's sexual partners certifies that the patient has experienced symptoms of erectile dysfunction in the ninety days preceding the date on the affidavit;

    (2) Refer the patient to a sexual therapist approved by the state medical board for an assessment of the possible causes of the patient's symptoms of erectile dysfunction and obtain a written report in which the therapist concludes that the patient's symptoms are not solely attributable to one or more psychological conditions;

    (3) Conduct a cardiac stress test and obtain a result, described in writing, indicating that the patient's cardiac health is compatible with sexual activity;

    (4) Notify the patient in writing of the potential risks and complications associated with taking drugs intended to treat erectile dysfunction and obtain the patient's signature on a form acknowledging the patient's receipt of the notification;

    (5) Declare in writing, under penalty of perjury, that the drug the physician is prescribing is necessary to treat the patient's symptoms of erectile dysfunction and attach to the declaration a statement that clearly describes the physician's medical rationale for issuing the prescription;

    (6) Place all do ents described in divisions (B)(1) to (5) of this section in the patient's medical record and retain the do ents as part of that record for not less than seven years.

    (C) To ensure the continued health of a patient to whom a prescription for a drug intended to treat symptoms of erectile dysfunction has been issued, a physician shall do both of the following as part of the physician's course of treatment for the patient, including treatment rendered by issuing to that patient a prescription authorizing one or more refills for the drug originally prescribed or a prescription for another drug intended to treat symptoms of erectile dysfunction:

    (1) Require the patient to undergo a cardiac stress test every ninety days while the patient is taking the drug to ensure that the patient's cardiac health continues to be compatible with sexual activity;

    (2) Require the patient to attend three sessions of outpatient counseling within a period of not less than six months after the drug is initially prescribed for purposes of ensuring the patient's understanding of the dangerous side effects of drugs intended to treat the symptoms of erectile dysfunction.

    The physician shall ensure that the sessions include information on nonpharmaceutical treatments for erectile dysfunction, including sexual counseling and resources for patients to pursue celibacy as a viable lifestyle choice.

    I don't think the sonogram should be required. I simply don't believe that it should be accepted to kill innocent life.

    Abortion = killing innocent life.

    Viagra... may harm the individual. Not someone else.

    Tell me. What don't I get?

    Seems to me that the women legislators are just making sure that when it comes to legislating what women can do with their bodies without governmental intervention, men will have equal opportunities for said intervention.


    Sort of 'what goes around comes around'...er, or doesn't come, if the viagra is limited.

    Each pill costs about the same as one quart of gasoline. Clearly, this is too expensive for anyone attending Georgetown law.

    I will disagree to some of that.

    It appears that religious leaders are against the form of birth control that are hormones that prevent the zygote from staying attached to the uterus wall.

    Less are against contraceptive measures like condoms, but some still are.

    Now I understand the argument of the hormonal form, but I will disagree with that one. The cells from the egg simply have not divided to anything meaningful yet. To me there is a huge gray area as to where we say the individual life begins, but I do agree that the fetus heartbeat is a reasonable point to consider.

    I would say most reasonable people have no problem with birth control.

    I also agree that anyone providing insurance should not be mandated as to what their insurance provides.
