Well it could also be the fact that lawyers can be greedy.

Having dumber cops means they will have more cases. More cases, more money. The longer the case, the greater the fee they collect. I am not saying this is true, but it could also be another reason why. Not all lawmakers are lawyers, but most lobbyists are.
