This joker looks like a Batman Forever character design. Like something made for TV

Heath Ledger's minimalistic, bum look was much better imo. This one screams try hard with all the makeup, tats, shiny hair and suit etc.

Is this version of the Joker supposed to be a younger self?

I'd buy that.

The Joker himself is a skinnny, tall dude, unlike the bulky Nolan version.

We'll just have to wait and see. It all comes down to the mannerism.
