These days every time a local ruler or group wants something from the central government they remember that 500 years ago their tiny piece of land was independent, see Catalonia, Padania, Gotland, Scotland, Wales, Flanders, Alsace, Bavaria, Silesia, etc, ignoring centuries of centralized absolute monarchy where nations slowly and surely genized ethnicity and language across their territory (e.g. occitain isn't spoken anymore, few people speak old german Dialects, silesian is a dead language, etc). Even if you look at the Catalan language the literacy rate is abysmal (60% at best - 20% at worst) compared to Euro literacy rate of 99%+.
