It's gotta be Vice City or San Andreas IMO..
If we're talking original soundtracks:
Ocarina of Time
I'm going with this one:

The orchestral stuff on the Shenmue games was ing awesome.

Winning Run - Super Hang On
Ace Combat 4 soundtrack was the too. Every level had a top notch soundtrack.
My favorite though is this one.
Outrun in the Arcades was a classic
You ever played Hawx 1&2? They're worth playing if you enjoyed Ace Combat or flight "sims"
Been playing Nier Automata, the soundtrack in that game is amazing.

I've never played a second of Final Fantasy nor have I been much of a gamer, but I'm starting to get into their soundtracks. I think they're the best I've heard so far.
I know I'm probably 20 years late but still...
Doom
Quake 1's by Reznor was good. I liked the music in Castlevania 2 as well.
Resident Evil Code Veronica had some pretty creepy music
Chrono Trigger
The games were fun on its own, but Nobuo Uematsu's soundtracks easily took it to another level
Medal of Honor (PS1) gets my vote.
I like 12, 8, and 10 in that order
tbh 6 and 7 aren't that great to me even though they're the most popular. Maybe if I actually knew the story/played the games I'd feel differently
Zedge FTW
saw this thread and ace combat 4 was my first thought... surprised it caught on here
the sound on the megalith mission tho... it's hard to play that mission and not feel like ur fighting a noble cause
Completely forgot Streets of Rage 2..
