At least judging from our own reporting, I think most Senate reporters thought it was going to pass because the GOP was projecting confidence, with the vote proceeding on schedule, Pence coming to the Senate floor to break the 50-50 tie, etc. And now Senate leadership seems genuinely surprised that they’re having trouble rounding up 51 votes. What’s less certain is 1) whether they had 51 votes and then someone switched last minute, 2) whether they were incautiously counting “unknowns” as “yeses,” or 3) whether they never had the votes but were acting like it as a confidence trick.
