people want to lower election cost but to be on tv in big markets cost money and if it went to the popular vote the people running for office just went go to those cities and be on tv in those states

The United States of America elects the president based on the concept of a Cons utional Republic which gives states "a voice" - hence the electoral college. Representation in Congress, however, is based on the concept of electoral democracy. Not all branches of the government are elected with the same method. Justices at the federal level, for example, aren't voted in by the people at all... the president appoints them.
