Oh thats the way it works? The shooter at UT was not seen by all that were firing. They knew where the shots were coming from. They pinned him. People were carrying rifles at the tower shootings. What's the problem here ducks. And the police almost got shot that were in the tower trying to apprehend the shooter. They were pinned to. No biggie.
Well, if he was looking for large concentrations of people, you would think those lights would help. So many lights in that city anyway, so maybe it didn't make much difference.
The people running the lights were probably seeking cover too.
