1. WTF is the deep state? It certainly sounds scary.
And it will go no further than this. Stuck on #1
Las Vegas Shooting Simple Working Hypothesis
(if you know info that contradicts or is consistent with my hypothesis, please post it in the comments)
1) Motive is gun control
2) Paddock is innocent, he is a patsy, this was the work of a professional killer
3) A deep state operative trained to avoid NSA in place since at least October 2016 entered Paddock's suite via maintenance passages in the hotel
(much like Matt & Sweat did their big prison break last year from upstate New York, with power tools)
4) Power tools found in Paddock's suite
5) Killer set up tripods in Paddock's suite during day of October 1
6) When Paddock returned to his suite at about 10 pm, he was killed, killer then starts shooting at concert-goers for 10 minutes
7) Killer sees security guard coming down hall via his rigged camera
8) Killer shoots security guard, then goes into bedroom (the one on left when facing outside) to make escape at about 10:18 pm
9) Cops bust into suite at 11:20 pm
10) Cops bust into locked bedroom at 11:27 pm
11) Paddock has no known experience shooting at gun ranges or firearms training, beyond some hunting trips
12) Paddock has no criminal record or motive to kill, nor motive to go through extreme effort to set up this killing; but he did have motive to go on 20 luxury boats cruises & live life of leisure
Again, if you know any info that contradicts or is consistent with this hypothesis, please post it in the comments.
UPDATE - OK, the cops have put out a new timeline, but it does not effect my overall theory. The deep state killer was in the room and tripped security somehow, so he shot the security guard and then murdered all the other people for ten minutes before making his escape.

OK, but the real killer could have been a black guy. We don't know who he was. Maybe even a woman did it in our PC society.

They ask a good question first that lends itself to analysis and possible mechanisms.
We're not talking about the "real killer" in your comic sans scenario.

that's not how falsifiability works. the whole idea is to use simplicity as a guide in order to make your hair-brained scheme more testable.
