in regards to more recent contributions, this started back in 2011 when Homeland Security and AFRICOM began to consider adding Niger to the foreign terrorist list which eventually took place in 2013 as a result of Boko Haram being added to that list. At that point, advisers were deployed to Niger.
It doesn't explain what they are doing there now, what their mission was and why the White House is silent. Most likely Uranium related.
the pretense has always been about securing oil or minerals, ever since S and BP struck it rich in Niger back in the 1950's. and as usual, the narrative is about terrorism (even CNN's recent article states the case as if there is a verifiable clear and present danger to the U.S.).
