Sen. Richard Burr (R-N.C.) told journalists he was not allowed to see the House Intelligence Committee memo. That’s true, since the only legal access right now is for House members and Burr does not serve in the House but the Senate. It would at the very least require a vote of the entire committee to change those access protocols without violating rules. Still, a combined messaging campaign arose out of this talking point.
