If I’m not mistaken, it’s the same as the pool party last year. Lots of big time prospects getting to bond with the staff. I believe that no one committed last year. Caldwell and Sheperd could commit at the event or around that time.
What can we expect from the big recruiting event?

Again playing with the 247 calculator, if they both commit, then Texas moves up to 5th in the team ranking with a score of 206.45
I'm confident that if Texas can do well this year it will have a class ranking between 5 and 10, I just don't see Texas breaking the top 5, as Georgia Bama, tOSU, USC, and Clemson are all going to have really good classes. Texas is also battling Oklahoma and Aggie for a lot of local talent.
It all will come down to wins this year. If Texas makes the playoffs this should be a top 5 class. 9 or 10 wins and this is a top 10 class. less than 9 wins it's probably a top 20 class, less than 7 wins and it likely falls apart. Only time will tell, but Tom Herman needs to win now, and there just isn't any reason why he can't.
Offense has experienced QBs, deep receivers, talented RBs, Offensive line is again healthy and we have an impact left Tackle. Actually have TE talent for the first time in 10 years. Defense is salty all around with lots of talent at DE and LB. DBs are deep but not as experienced, probably the weakest link it DT and I'm not that concerned about what we have at DT.
Honestly, if Texas doesn't win 10 games, I'm laying 100% of the blame on the coaches.
Texas will need to flip Leal in order to make the top 5. More than likely Texas will end up around 10 on the current projection.
Texas is getting out in front of the 2020 class early and seems to be hitting it off with some of the in-state top recruits. All that's left really is winning like you said.

Texas needs to beat both USC and Oklahoma if they are going to flip some guys. I think Leal ends up at Texas, his mom wants Texas and that might be enough.

Was he expected to contribute next year?
Expected to start based on what I read. They have a couple of veteran senior CBs to fill in. Guys not as talented but reliable. I think their D is supposed to be solid.
