    Gambling problems make you vulnerable to blackmail.

    Hiding gambling on tax forms and so forth, makes you vulnerable to prosecution for tax fraud, i.e. a financial crime.

    Lying about all this on a security clearance paperwork makes you a criminal.

    Question 26.3, same page covers not paying taxes on winnings (which are 100% taxable, with no deductions for loss)
