Iran wanted nuclear weapons to destroy Israel and, like NK has done, keep USA from ing with Iran. The Obama deal denied Iran nuclear weapons.

I would guess Saudi too, but the attribution is more or less subjective: how does one measure "terrorism" on a worldwide basis and determine which "sponsors" get credit?

If you either fund, train, arm, move or help a terrorist in any way to perform their act or hide its perpetrators you are a sponsor
who counts is more or less politically defined: any group a government -- any government -- doesn't like, can be designated as a terrorist organization.

But if we apply the common definition of terrorism we can very effectively conclude whats terrorism and whats not
