There are people who have played in the paint, tall guys, who know how to catch the ball in the right spots and keep it there. This starts with teammates who can get you the ball in the right spots, but Victor cannot be setting up so far from the rim, so that he needs to put the ball on the floor (even though he's good at it). Spurs need at least one real point guard and a stretch 4 who can pass the ball well.
Doesn't look like it since they're not sitting guys. Really nothing worth tanking for in this draft anyways unless you're Toronto and tanking to have a pick vs not having one.
