Believe it or not, it's actually handled by the BATF. That's why so many "celebrities" get caught packin'.

I actually used to work for the division that registered second bananas. You know, people like Don Knotts, Andrew Ridgley, John Oates, etc. Contrary to popular belief, you don't ever want to try to get started in the entertainment world as a second banana and "work up the ladder." It just doesn't happen that way. Ask Bert Convy and Ben Murphy, if you don't believe me.
