Where is the proof? You can say there was 98% turnout, but it doesn't mean crap without proof.

Now what percentage of Iraqi's registered?

I know that only like 3% of the Sunni's were even able to.

The actual numbers I've seen thrown around is about 60%, but large sections of Sunni areas did not vote. Of course, the Sunni are a major force behind the insurgency in Iraq. In Sunni-dominated Mosul, they will have to revote. Many people did not get to vote because polling places were either closed out of intimidation, or no ballots ever arrived.
