can a processor still get hot if it's bad?

I have a pc that won't turn on and I am not sure if it's the board or the processor. I already checked out the power supply,

can a processor still get hot if it's bad?

explain what was last used for?

tell me cpu/motherboard/Power supply unit u currently have?

and what methods have you tried doing to start the comp back up again....

ps. it could be either one of them items, have you tried switchin components to another comp too see if its faulty or not....
