And I'm not talking about a team who's general core had already won a superbowl (like the 2001 Rams, that same core won one in 1999).

I'd say those 90's Bills teams that lost 4 straight are definitely up there, along with Schottenheimers Browns in the late 80s, as well as Gruden's Raiders in the early 2000's. The 98' Vikings were damn good too.
