Professional and good non-professional website designers HELP!

I am in great need of a designer who can work on the cheap for me on a site that is built but needs a new layout/design. The basic bones are built, a CMS, etc, just the design I am not happy with and the original designer is in Nepal and wants way more than I think he should get.

what CMS are you using? wordpress/joomla/drupal/ect?

The CMS is built, I just need someone to go in and redesign the site.
