Our legislature is broken up in 2 different groups. One is the House of Representatives and one is the Senate. Sometimes the House is simply referred to as Congress and sometimes Congress is used to refer to both groups.

Basically, there are 2 groups because of states rights. Each state gets a certain amount of representatives in the House based on population, and each state gets 2 representatives in the Senate regardless of population. This is done so that States with small populations don't have their rights over run by larger states.

In order for a law to pass, it has to pass in both sections of congress.
