Stern just intends to keep the balance between the two conferences.
in order to keep that stern has to prevent the defending champions winning a back-to-back championship, unless the defending champions are as stronge as 90's bulls and the Lakers of 00-02.
after lakers' 3 titles streak, the championship changes conference every year.

it's obvious stern manipulates these six finals by controlling refs. spurs just gave up the seasons (04, 06, 08) that were determined to go for east. luckily spurs broke into finals in every "west year" and won the titles naturally. and that also explains why mavs were murdered in 06... cheat was just the executor, stern was the culprit.
