Noriega was like a mini Saddam. We coddled him and winked while chastizing him, then when we were seriously threatening him, he did not realize sentiments towards him had really changed. Then we basically invade his country to oust him, after an initial military intervention that made us look weak. Then republicans retroactively justify their actions with previous crimes of brutality, like the murder of Dr. Hugo Spadafora, which we really did not give a shit about when it happened.
