I know Mac The Ripper for Macs, but I don't have a clue for windows

dvd decrypter still works pretty well.

A few options (and their uses) that I'm aware of:

DVD43 (http://www.dvd43.com/) - Decrypt (unlock) the DVD
DVD Decrypter (http://www.mrbass.org/dvdrip/) - Rip the video and audio data to your computer
DVD Shrink (http://www.mrbass.org/dvdshrink/) - Copy the DVD to another DVD
HandBrake (http://handbrake.fr/) - Rip the DVD to your computer as a video file (multiple formats with presets)

I think you can use ImgBurn (http://www.imgburn.com/) to burn the video and audio data back to a DVD, but I haven't tried it. DVD Shrink is probably a better choice anyway.
