Manu can run point, Hill is obviously backing up Tony. There's really not a lot of minutes to go around for a 3rd PG

I don't know for sure. I guess it will depend on what other moves they make. I think the Spurs have one more trade in them before summer is over. But I don't think they are overly concerned with another PG.. unless Hill just sucks this summer.
