Many kids that age are getting cosmetic surgery these days but that is extreme at that age.

I thought that boys in Thailand were doing this surgery much earlier, like ages 9-12. Or at least starting hormone treatment at that age, which is a really big step in of itself.

While i 100% agree with that, hormone therapy is more successful the earlier it's started. For these people to live truly normal lives, it'd be better if they didn't look transgender, so the earlier hormones are started the better.

She may not be too young. A lot of people are born with an ambiguous sex and can go either way. We don't know the whole story though, so, yeah. Anyways if she always felt like a female, then I could care less. Waiting isn't going to make you a man. If you don't realize your sex by age 10, you're... different. Most kids should have their cross-dressing/playing doctor/strange sexuality feelings gone when they start schooling.

Only when I got to be around 13-14, I realized that those things were actually expressions of sexuality rather then crazy thoughts in my head. I think that you are born with a lot of your sexuality/fetishes/etc. So, I don't think that 16 is too young at all. I can't speak for anyone else, but I think it's too young from a physical point of view, rather than an emotional point of view. While I, personally, didn't know fully who I was or was not attracted to at 16 (not consciously, at least), I don't doubt that many people do.

However, whether it be gender reassignment surgery or fake tits, I just have a problem with the idea of surgically altering a body (for cosmetic purposes) that is still growing and developing. I fully support anyone's decision to start identifying or living their life as a woman (or a man, or whatever) at the age of 16, but I just think that surgery should wait until after a person has stopped growing and has settled into their natural body.
