Probably not, but it should be.
Some Rockets and Mavs fans wouldn't accept it if you had a gun to their heads.
you mean it was not the rolando blackman and mark aguirre led mavs?

SA- 1603-1071 (.599) (I don't think this includes the Chaps)
Houston- 1737-1675 (.509)

One not quite good enough team to win a championship does not make up for 20 previous years of suckage. If the Suns (Pat Garrity) and the Bucks (Robert Taylor) didn't suck at scouting that trend carries to the present.

I think comparing individual teams would be more interesting. Say 2005 spurs vs 94 rockets, etc.
As a fracnchise it's pretty undeniable that its the spurs.
Over the last decade probably
Spurs
Mavs
Rockets
All time
Spurs

As a franchise, the Bulls really weren't that great. They had Jordan and Pippen for those 6 titles, but their other years (say the last 10 years, or from 76 to 87) were pretty pedestrial, or even bad.
Spurs on the other hand, were consistently good outside of a few rebuild years in the mid 80s.

This question either means...
A. Who is the best franchise throughout it's history in the NBA? (among the Spurs, Mavs and Rockets) or
B. What is the best team (from an individual season) of all-time in the NBA? (among the Spurs, Mavs and Rockets)
which are we talking about?

Spurs Easily For the best Overall Franchise...... I think it would Have Been A good Series With those Rockets teams of the 90's against the 2005 or 2007 spurs...... Hakeem vs Duncan would have been A Great Matchup...... The Best A Mavs Fan Can Say Is 2006.... Lmao, I guess they Are satisfied with Losing in the Finals!!

Here are the teams that might be said as the best Texas team of all-time. Any other team is ridiculous to say, and I think even a few of these listed here are pretty ridiculous too.
SPURS
1999 Won Title
2003 Won Title
2005 Won Title
2007 Won Title
Rockets
1994 Won Title
1995 Won Title
1997 LOST West Finals to Utah
1986 LOST NBA Finals to Boston
Mavericks
2006 LOST NBA Finals to Miami
There is a big difference between which team was better and which was more dominant. The most dominant team was probably the 1999 Spurs who started 6-8 when the strike ended. They then went 46-7 over their next 53 games, including a 15-2 playoff run. Was it the best team? who knows, but they were the most dominant.

Best NBA team from Texas was the 1983 Houston Cougars.
Too bad Guy V. Lewis had to screw it up.
