im 22. my sister is 20. she and i still live at home and we both go to college. anyways, for the past few weeks i have been noticing my next door neighbor flirting and making sexual advances at my sister. he is like in his late 40's maybe early 50's. Your sister is the one in control here; if she wasn't throwing out the line, he wouldn't be biting. Your sister would make it very clear to you and hopefully him if she was not flattered instead of just laughing it off. The main thing is that with your dad, his co-worker, living next door too, it's unlikely (but not impossible of course) that he has no intention of following thru with anything. But also, because your dad is there, your sister might have a sense that she is safe playing this kind of game with him. It gives her a feeling of being in control and temporarily strengthens whatever self-esteem is lacking within her.
