It's a general commentary on people and hate, how people are quick to judge or hate someone or something that is different. Listen to the last part of the video from the 5:00 minute mark on. You could apply it to a lot of different things, creative censorship, gays, race, war, religion... what have you. Badu has always been this type of artist.
