Outside of the Nets those teams have virtually no chance.
Clippers = 23/1000 (2.3%)
Indiana = 11/1000 (1.1%)
Philly = 53/1000 (5.3%)
Maybe Philly, but they still have to get super lucky...

It'll be interesting to see how teams improve, if any in the West..
Portland - Greg Oden Curse
Utah - Pretenders each and every year
Spurs - Old, need a young scorer who can carry the load
Dallas -picking up JJB's option = main offseason move
OKC - Young, but needs experience
Suns - Don't even know what to put here
Lakers - Team to beat
Rockets - Good core in tact, however, NEED Bosh, or a shotblocking presence who can take pressure off of Yao. Basically, it's Bosh or bust

I was speaking more about his game than his attitude. I question some things about his work ethic and attitude, and I know he put up phenomenal college numbers, but he is not very athletic and does not have the Al Jefferson type post moves to make up for it.

If you don't think this thing is fixed, you're flat out naive. The Nets dropping, I'll admit, I have no explanation for. The Timberwolves, Kings and Warriors? Predictable. Small market teams that the league doesn't care about in the case of the former two and the latter one, they do well even though they're a joke, so what's the incentive to give them a major prospect? There isn't one. Who moved up? Struggling, going nowhere, big market teams, the Wizards and the 76ers.
Just like the Magic inexplicably won the lottery two years in a row and three times in their short history and all with major prospects available at the top. Why? Because they're a market the league cares about. Just like the Bulls winning the lottery despite the fact that there chance of doing so was extremely low; didn't matter. There was a local phenom, they were mired in a decade of mediocrity, so conveniently they won it. Just like the Bucks and Raptors, two small market teams that the league doesn't care about, conveniently won the lottery the two years that there wasn't a franchise player/superstar in the making to be had with the 1st pick.
This is all crafted. They're not stupid, so if the Knicks are in the 6-8 range, they'll never give them the 1st pick. Why? They don't need to, because it would be too obvious and because they do well enough as is.

So what will the Wizards do with Arenas now that they have Wall?
Grunfeld: No. 1 pick has no bearing on Arenas (http://sports.yahoo.com/nba/news?slug=ap-draftlottery-arenas)
Wizards president Ernie Grunfeld says winning the No. 1 overall pick in the NBA draft does not affect the team’s plans for Gilbert Arenas.
Arenas is a three-time All-Star guard who was suspended most of this season by the league after bringing guns into Washington’s locker room. He has four years left on his Wizards contract.
In a conference call with reporters after winning Tuesday’s draft lottery, Grunfeld said: “Gilbert is still with us. He’s been down at our gym, working out and getting ready. The more good players you have, the better.”
The two players considered likeliest to go first in the draft are guards: Kentucky’s John Wall and Ohio State’s Evan Turner. Grunfeld used the word “outstanding” to describe both Tuesday.

I never claimed to have factual evidence; just common sense and knowledge of the league, two things you obviously lack. Or, your affinity for the Lakers is clouding your judgment on this.
There's no way this could be backed up with facts, unless the league blew it and let the cat out of the bag. But, that doesn't mean they don't rig it. And you know what? I get it. Clearly no one can track what they do and on top of that, when you're dealing with major assets like top prospects, it's best to have them in a market that you think is most beneficial for the league. Right now, they need to get Philadelphia and Washington going again.
