The Repugs never met a lie they wouldn't tell. The entire Repug party, and conservatives in general, are civilization-destroying frauds.
Below was reported as the case just after it happened, so nothing new here, except further corroboration.
"A temporary troop increase and the adoption of civilian-friendly counterinsurgency (COIN) tactics were largely too little too late. The primary factor responsible for the decline in violence in Iraq was the culmination of the sectarian cleansing of Sunnis - principally in Baghdad, formerly a thoroughly mixed ethnic city since the advent of the republic in 1958 and through Saddam Hussein's rule - by the newly empowered Shia majority in their drive to national pre-eminence."

As the ethnic cleansing was being completed, the US military stepped up its door-kicking aggression in early 2007 that greatly increased violent resistance and US military deaths, until the US stopped their aggression a few months earlier.
btw, I have no doubt that MacChrystal and Magic Negro are lying about prospects in Afghanistan, which is bound to be lost, never "won". Marja village isn't even a victory, never mind much bigger Kandahar.
