with carter, he may be dealing with the guilt of all the bad calls he made while president regarding iran and especially in central america. there was lot of blood spilled as a result of the foreign policies of the carter administration and he knows this. he may have some deep remorse he is dealing with but only he could say.

of course, he should know that his indiscretions in no way made him unique. it just seems to be the calling of the american president who is, nowadays, more of a machiavellian prince.

guatemala and el salvador specifically. it was carter who turned his back to human rights activists asking the US to stop aiding the despotic regimes there which were committing mass killings. even archbishop romero could not get carter to budge and romero was eventually assasinated (while delivering a mass).

his policies were not at all that different from the presidents to follow so i'm not sure why you're asking for a distinction, unless as WC has suggested, you're blinded by your hatred for the other side of the aisle.
