Anyone know the HR # or Public Law number? I heard this only gives money to banks to loan, but that the banks are not required to make loans with the money. I'd like to look it up.

"small business" of course includes lots of companies in the Fortune 500, and subsidiaries of Fortune 100 corps formed specifically to steal federal contracts reserved for legitimately small businesses.

The problem isn't liquidity, it's the lack of qualified borrowers in a down market. I don't really see how this helps.
