Repeat offenders get dealt with more severely. These hits are so rare that a blanket rule is not needed, and the above proposition should be enacted for such incidents.

I was actually referring to the muffed kick that was questionably recovered by a Packer very near the sideline. In a typical game a call that close would usually be challenged. It surprised me that Phillips did not. But, I guess he was just thinking 'forget it and let's get the heck out of here' at that point. He wasn't contentious about the call at all and that's why I used the quit word.
