NPR interviewed a group of analysts who have been thumbing through the documents leaked and came up with the following bits:
The Bush administration was very distracted by Iraq and the surge, and had much less focus on Iran than the subsequent administration, that virtually from the start has made containing Iran a focused priority.
Many of the ME's other leaders are as worried, if not more so, about a nuclear armed Iran, although this concern is never voiced in public. (Iran = shia muslim, everybody else = sunni muslim, and the two don't get along well)
This focus appears to be having some results.
