A portion of remarks Bush made in a conversation about Social Security:

Now, a personal savings account would be a part of a Social Security
retirement system. It would be a part of what you would have to retire when
you reach retirement age. As you -- as I mentioned to you earlier, we're going
to redesign the current system. If you've retired, you don't have anything to
worry about -- third time I've said that. (Laughter.) I'll probably say it
three more times. See, in my line of work you got to keep repeating things
over and over and over again for the truth to sink in, to kind of catapult the
propaganda. (Applause.)
:rolleyes

I wouldn't make too much of it . . . he probably doesn't even know what "catapult" and "propaganda" mean.

He probably has to repeat things multiple times to understand them...

There's a difference between route memorization and comprehension.

You can lead a horse to water, but you can't make him drink it, eh?

Compare and contrast time again: Compare

"I'll probably say it three more times. See, in my line of work you got to keep repeating things over and over and over again for the truth to sink in, to kind of catapult the propaganda. "

- George W. Bush, May 24, 2005 (http://www.whitehouse.gov/news/releases/2005/05/20050524-3.html)

with this:

"Repetition does not transform a lie into a truth."

- Franklin D. Roosevelt, October 26, 1939 (http://www.quotationspage.com/quote/3248.html)
