I'll bite anyway. My uncle used to work for the Airforce. He used to compile the maps of the earth surface in 3d. They would fly patterns like that for high resolution aerial photography.

Part of map making... Maps are constantly being updated.

That view of downtown would be, by my guess would be the hills on the western side of town.

I have seen similar views in my drives in the southwestish part off Mopac. The picture appears to have been taken in the Bee Caves/Barton Creek Mall area.

From left to right in the picture would be pointing straight to the airport.
Given that contrails are known to form in humid cold air, we could safely assume the picture was likely taken either early spring, or mid-fall, especially since the trees still all seem to be green with leaves. I would say fall, were I to make a guess.

A west to east wind blowing across the approach/flight path to Austin Bergstrom would push the formed contrail clouds east in time for the next plane to land.

It is also possible that the picture was taken around the time of some sort of USAF formation flyover in honor of Veteran's day.

I would give the first explanation more probability as to being right.

The contrails in Parkers picture go roughly north south, by the way, and that is directly the approach to the airport, as one of the main runways goes north south)
The picture given by Parker shows the obvious building in the lower right corner that is clearly visible in the picture below in the center left (low squat building with lots of vertical, parallel lines)

The above picture is taken on one of the upper floors of a hotel on the south side of the river, facing north.

Also notice the north/south contrail in the above picture as well.

Should have stuck to you guns. You were close. The picture was taken from the i-35 northbound frontage road right where the exit ramp to Riverside ties in.

You can make out the Frost building in the picture. You can also see that black building just to the left of it. The Frost tower is south of that black building. To get a picture where the black building shows up on the right side of the frost tower, you have to be looking from the southeast. If you were looking from the west, the black building would be on the left side of the Frost tower. The top of that pickup truck tells you that truck is travelling north, and the traffic sign facing the opposite direction has to be a wrong way or do not enter sign found at intersections and ramps. A quick google street view of the NBFR/Riverside intersection doesn't show a building that looks like the one in the picture, but if you move south down the frontage road to where that ramp ties in, you do see one.
