Much as I hate to say it, this law will be thrown out in the courts as a gross violation of the First Amendment. Phelps and his lawyers will probably get a restraining order to prevent this from being enforced.

No doubt the law is going to get tossed out as soon as it hits a courtroom. I guess the AZ legislature is betting/hoping that the kooks can't get the restraining order before the funeral takes place.

The bill is patterned after an Ohio law that establishes a 300-foot protection zone around a funeral location from one hour before the event until one hour after it. The Ohio law was recently upheld by the Sixth U.S. Court of Appeals, which made Arizona lawmakers confident their proposal is constitutional.
