I want to buy a new computer and so i ask what is the best possible computer i can get for around a 700-800 dollar budget.
if it means building from scratch i can check out videos on how to do it.
idk if any of you are into emulating but it would be nice if my computer was at least able to emulate the PS2

Will you be gaming on this PC? Do you know how to assemble a PC if the parts are sent to you separately?

Tomshardware.com is a really useful resource for a first-time system builder.
