OK assuming when it comes to the Celtics and the Warriors. For the Celtics they are counting all of New England and with the Warriors they are counting the entire bay area including San Jose? Right?

I think they're just counting the metropolitan area of Boston and the surrounding regions. I don't think they're counting all of New England.

They have to be. Boston is like the 20th largest city in the U.S and is apart of the 10th largest metropolitan area at like 4.5 million.
