Ya know, MB, I saw this in the Times and I admit that I was reminded of the fact that I thought he was one of the sorriest excuses for a Secretary of State that the country ever had. Now admittedly, he was following a particularly positive and potent Bush Sr. administration when it came to Foreign Affairs.
Bush Sr.'s administration did Foreign Affairs properly and well. Clinton's time, happily, did not demand too much in that regard.
Clinton did very well on Domestic affairs (no pun intended) but Bush Sr. was better by far on International stuff.
Bush Jr. pretty well messed up both areas, imho.

Democrat presidents will do strange things to get re-elected, such as throttling back spending and starting new wars.
