Walker reported that Stephens said "the dog started it" when asked why he was harassing the animal.

They should have charged him with a PI instead of a barking at a dog.

The dog is a quasi-officer. If the guy had kicked the dog, it would have been capital assault.

Also good to see real crime is down enough that the police have to "make work."
