The deficit is a policy decision to cut revenues, while expanding tax expenditures (tax cuts for wealthy and corps) and pure debt-financing of two bullshit wars. Then the criminal Banksters' Great Depression reduced tax revenues at all levels.

The federal budget is essentially in balance except for the above.
