kicking off to begin both halves?

the raiders just kicked off to open both the 1st and 2nd half... what the hell? is there a reason for this?

I think if you choose to kick the first half, rather than to defer the choice to the second half, the other team gets to choose to receive both halves. Probably a communication error.
