Anyone have any experience in setting these up?

1) do you have to notify the city? do you need a permit?
2) does it have to be confined to non through streets?
3) are there any alcohol restrictions? ie: can you serve your neighbors from a keg on the front porch? can you walk around with bottles?
4) any liability issues by serving food / alcohol?

Absolutely, any time more than three blacks get together the city must be notified, but send a white guy to get the permit or they'll deny it.

It has to be confined to stoops only

Yeah you give black people too much alcohol and you're liable to get your ass kicked. Also, make sure you let the hoes get food first, as Ice Cube says " hoes gotta eat too."
