What turns them into a criminal and a low life scum instantly like that?

Not wanting to own up to responsibility so they think leaving the crime scene is the easiest way to get out of any burden that may come to them.

Last week we had someone with a license suspension from a DWI get involved in a hit-and-run. She fled but was seen by the wrecker. She later told police her car was stolen by her boyfriend, but when confronted by the wrecker she confessed on video. I wouldn't be surprised if she was also on a host of prescription drugs at the time.

I wouldn't say scum, because people who hit and run aren't generally thinking in any empathetic terms, so ill intentions aren't purposefully emitted towards the victim. You have the same wirings in you too. It's the natural instinct that evolution has created in you to avoid problems. It's the social idea of honor, created by man that makes you stay. You could argue philosophically for the sense of both.

Keep in mind that we judge a hit and run based on the idea of morality. Morality is an exclusive trait to a majority of one species on a specific planet... survival of the fittest.
