I've run through Google Translate...

Basically, CONCACAF considering inviting Brazil as a permanent contender in the Gold Cup and proposing that in 2016 there is a 18 team Copa America tournament with 10 CONMEBOL teams and 8 CONCACAF teams held in the US.

Would be great, IMHO. From the US perspective, it pushes us to develop our system even more. From Mexican perspective I think this would be great for them as it gives them more exposure to top-flight competition which would prepare them more for deep World Cup runs.

Yes it would definitely help both teams, and probably the rest of CONCACAF. I doubt any of those teams would fail to get in the world cup. I don't really think it would happen though..
