Due to 13 and 22 being over the cap, the 25% trade rule is invoked. 13 and 22 had to be no more than 125% plus $100,000 of the salary given out for the trade to be accepted, which did not happen here (only 13 met the condition). This trade does not satisfy the provisions of the Collective Bargaining Agreement.

2. His contract. Teams would be unable or unwilling to take on his massive contract. He's still a great player but a TOSB as well, which would not be extremely enticing to teams.

Even if they could (they can't, a 30M/year salary is, by itself, untradeable)

Kobe has a no-trade clause. He can veto any trade that involves him.
